Local Adoption: Hong Kong

Currently, all local adoptions are handled by the Adoption Unit of the Social Welfare Department.

According to the Adoption Unit of the Social Welfare Department, those most likely to be successful in an adoption application would be:

  • At least 25 years old and mature enough to make a lifelong commitment to adopt a child and to take up parental responsibilities.
  • In good physical and mental health without serious illness or disability and thus be able to raise a child to independence.
  • Reasonably educated, preferably to Primary 6 (i.e. Grade 6) standard, in order to provide the necessary guidance to the child.
  • With steady employment and financial sufficiency and a stable accommodation to bring up a child.
  • A married couple in a stable marriage to provide the child with a stable, loving home and has no criminal record.

  • An Overview of the Step-By-Step Guide on the Assessment

    Assessment on the suitability of adoption applicants is provided by the Adoption Unit of the Social Welfare Department at no cost. The general steps are as follows:
    Step 1

    Applicants undergo a thorough home study for assessing their capacity to become suitable adoptive parents, and undergo the legal proceedings in accordance with the Adoption Ordinance.


    Step 2

    The assessment covers applicants' personality, interests, early life experiences, coping abilities, marital stability, parenting attitudes and capacities, adoption motivation, ability in meeting the needs and developing the potential of the child to be adopted, etc.


    Step 3

    The High Court will examine each application to ensure that the adoption is in the best interests of the child’s welfare before an Adoption Order is granted.
