What is foster care?
We provide a home for 100 children and young people who cannot live with their birth families. We strive to give the children in our care everything that a normal child’s life should be: a good day at school, a warm and comfortable place to come home to, dinner together with the people who care for you, support for the difficult times, and fun activities and special experiences that develop each child’s potential and talents.
How long is a foster placement?
A child may be placed in foster care for one month or up to two years or more. It depends on the permanency plan of each child, i.e. reunification with birth family, adoption or for some, independent living.
Are fostered children challenging to look after?
All foster care children have experienced the trauma of being separated from their birth families. The experience of being in foster care creates confusion, anger, fear, and a sense of powerlessness as they have been removed from the only home they have known. To help these children grow and be healed, we need your support to address the individual needs of each foster child.
Can I choose which child to foster?
We want you to be actively involved in the matching process of the right child into your family. We will ask you many questions about age range, types of special needs, etc.
If I have fostered a child for years, may I adopt him / her?
The first goal is to reunite foster children with their birth families when possible. However, if a foster child who has been in your care becomes available for adoption, you can discuss your wish to adopt him or her with the foster care worker and referring worker. You will then be asked to approach the Adoption Unit of the Social Welfare Department for consultation and go through the normal application procedure. The Foster home does not have the priority in adopting the foster child.
Can we select the child we want to foster?

Can we foster more than one child at a time?
It is possible to foster up to two children at a time. However, it depends on the following considerations: your ability, your commitment, size of your family, level of support, how many rooms you have in your home, etc. We will also consider the strengths of your family in making decisions with the best interests of the foster child in mind as well as how it would influence you and your family.
Do all foster children have special needs?

What kind of support will we receive?
Financial Assistance
- Foster parents will receive a monthly allowance to cover the foster child's basic necessities such as food, clothing, toys, recreational activities, etc.
Support from Mother's Choice
- A foster care social worker will pay monthly visits to foster families to support and provide information on facing childcare challenges.
- Ongoing in-service training programs are arranged to further support foster parents in regard to their roles, skills and knowledge in foster care.
- Support groups are arranged where foster families share their ideas and experience.
What can we expect as foster parents?

How will our children react to foster children?
It may not be surprising if your children are a bit jealous especially after the 'honeymoon' period. Every family is different, but we will try our best to help prepare you and your family.
Do foster children need an individual bedroom?
No. A foster child can share a bedroom with your child(ren) or other children of the same sex. However, the child must have a bed of his or her own and cannot sleep with others.
Can we take our foster child on vacation with us?
If it involves an out-of-Hong Kong vacation, you must contact the foster care social worker and referring worker from the Social Welfare Department, as well as the birth parent(s) in advance for approval.
Can a foster child's birth parents visit him or her?
In most cases, the foster child's birth parents will visit him/her. The intent is to maintain or improve the child-parent relationship, to give the foster care agency an opportunity to observe and help improve the parent-child interaction, and to monitor the parents' progress. If the child is a ward of the Director of Social Welfare, he or she will be visited by his/her guardian - a social worker from the Social Welfare Department.
Can we ever adopt a foster child?

How should we react in case of emergency or hospitalization?
- In the event of an emergency, please call the foster care social worker, referring worker and guardian immediately and take appropriate follow-up actions jointly with the other parties concerned.
- In case of medical emergency/hospitalization, please take the foster child to the nearest medical facility immediately. Call the foster care social worker, referring worker and guardian to notify them of the situation.
Foster Care Allowance
This allowance is granted for the care of foster children. The Director of Inland Revenue Department has agreed that Foster Care Allowance, not being income, need not be declared for the purpose of Hong Kong salaries tax.

Monthly maintenance grant (HK$3,060.00) to cover daily expenses for food, clothing, toys, ordinary medical expenses at a public clinic and activities of the foster child.

Monthly incentive payment (HK$1,527.00) for the foster parents.

An initial setting-up grant (HK$1,509.00) for the purchase of necessities for the foster child upon admission. It cannot be used for the purchase of bed, closet, etc.
