How does the adoption process work in Hong Kong?
The home study process can be conducted by Mother’s Choice, Adoption Unit of Social Welfare Department, International Social Service (Hong Kong Branch) or Po Leung Kuk. After being approved as a suitable adoptive family, you will have the opportunity to be put on the matching panel. The matching is conducted by the Social Welfare Department. Once the child is matched to the family, there will be a minimum of 6-month placement period that is supervised by the Social Welfare Department. The Court will examine each application to ensure that the adoption is in the best interests of the child before an Adoption Order is granted after the placement.

Can I choose to adopt a specific child I get to know?
No, but you can indicate the gender, age of the to-be-adopted child that you desire to adopt. You can also indicate your acceptance in relation to the to-be-adopted child’s birth background, health condition, etc.
How long do I need to wait before I can adopt a child?
The waiting time varies. It depends on your child preference, the types of children available, the number of approved families waiting at the time of the matching, etc. In addition, there is no guarantee that approved families must be matched with children. The result of matching is based on whether it is in the best interest of the child (to help the child find the most suitable family).
What are the costs involved in the adoption process?
It depends where you have your home study process conducted. The four accredited bodies that provide home studies may each charge differently. For example cases appointing the Director of Social Welfare as the guardian ad litem of the to-be-adopted child in the adoption application, a payment of HK$2,840 will be made to the court (*subject to regular revision)For more information on costs for the process at Mother’s Choice, please contact (852)2537-2285 or email adoption@motherschoice.org.
